Bug fix: Deletion of Personal report failed in French ProMo+

Deletion of Personal report failed in French ProMo+ since end of December 2012 due to not updated French text. It was now updated to resolve it.

Change: Editing project - button ‘Apply’ is enabled only after a change

It was possible to start editing a project and immediately save it without any change performed in that project what caused updating the last change date used also for identification of changed projects in PMPService and other places. The button ‘Apply’ is now enabled only after a change in one of PM controls is done by user.
